Rifkin was former Maryland Governor William Donald Schaefer’s first Chief Legislative Officer and Counsel. Mr. Rifkin previously served as counsel to the Maryland Senate. While serving in Schaefer’s cabinet, Rifkin spearheaded the authorization of the Camden Yards sports complex, now the home of the Baltimore Orioles and Ravens, and was widely credited with many of the Schaefer Administration’s early successes. Arnold M. Weiner has been listed in the Best Lawyers in America since 1995, has been a fellow of the American College of Trial Lawyers for the past twenty years and was listed in the Top Ten of Maryland Super Lawyers for five consecutive years. Scott A. Livingston was an Assistant Attorney General with the Maryland Department of Transportation and the author of “Principles of Maryland Procurement Law.” Former Senator Laurence Levitan served as chairman of the Maryland Senate’s Budget and Taxation Committee for 16 years and his Committee Counsel, Michael V. Johansen, is now the Firm’s Administrative Partner.
