Rifkin Weiner Livingston LLC

About Us

With offices located in the state capital of Annapolis, Baltimore, and the Washington, D.C. metropolitan area, Rifkin Weiner Livingston LLC (“RWL”) provides an important link to the state’s principal business, commercial and governmental centers.

Known for our “team approach” to the practice of law and consummate dedication to our clients’ interests, our attorneys have the experience and abilities to help you and your business navigate through the maze of Maryland laws, regulations and governmental institutions.

Established in 1989, RWL and its many attorneys have an impressive record of service to the state and in the practice of law. As one of the state’s first law firms to recognize that a client’s legal issues can often be addressed through a comprehensive approach that may include all of the various branches of government, RWL has established itself in the areas of business and commercial transactions, administrative law, health care law, government relations, sports franchise law, procurement law, zoning and land use, and complex litigation.

RWL attorneys, joined by a team of experienced staff, provide the firm’s clients with creative solutions to their legal needs and objectives. Whether in a court room, board room or hearing room, the Firm’s attorneys have the experience to provide you and your business with sound legal and practical business advice. Our team of business, litigation, contracts and government relations attorneys regularly appear before arbitration and mediation panels, state and federal courts, legislative hearings, the Board of Public Works, the Board of Contract Appeals, and the state and federal appellate courts.

Many of RWL partners have enjoyed years of success in the public and private sectors before uniting to create the firm. Alan M. Rifkin was former Maryland Governor William Donald Schaefer’s first Chief Legislative Officer and Counsel. Mr. Rifkin previously served as counsel to the Maryland Senate.  While serving in Schaefer’s cabinet, Rifkin spearheaded the authorization of the Camden Yards sports complex, now the home of the Baltimore Orioles and Ravens, and was widely credited with many of the Schaefer Administration’s early successes. Arnold M. Weiner has been listed in the Best Lawyers in America since 1995, has been a fellow of the American College of Trial Lawyers for the past twenty years and was listed in the Top Ten of Maryland Super Lawyers for five consecutive years.  Scott A. Livingston was an Assistant Attorney General with the Maryland Department of Transportation and the author of “Principles of Maryland Procurement Law.”  Former Senator Laurence Levitan served as chairman of the Maryland Senate’s Budget and Taxation Committee for 16 years and his Committee Counsel, Michael V. Johansen, is now the Firm’s Administrative Partner.

At RWL our mission statement says it all – our goal is to provide our clients with a comprehensive approach to their legal needs, creative solutions, and the kind of “hands on” representation that has helped RWL become a “go to” firm in Maryland.
